Yes, Gmail seems to be constantly working when I open the mail in a browser , as Gmail refreshes the new mail count in the left column. Yes, there are tons of tools and checkers that alert you to incoming Gmail emails. Yes, you shouldn't check your mail more than 3-4 times a day .
Gmail's refresh link is probably your friend though. it is mine I don't use it.
